Highlights of the programmes assisted and other relevant achievements/ issues during the last 5 years (2018-19 to 2022-23):

 Financial Year  2018-19

During this period financial assistance of Rs. 878.96 crore has been sanctioned towards four projects viz, Farm Machinery Hubs through 1000 PACS,  Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing and expansion of existing cold storage project of Uttar Ajoy Krishak Samabay Himghar Ltd., Birbhum. Upto 31.03.2019 a total of Rs.324.50 crore has been released to these projects. The other releases of Rs.4.84 crore were made to Cooperation Department, Fisheries Department of Govt. of West Bengal and Sultanpur SKUS Ltd.

Financial Year 2019-20

During the financial year 2019-20, financial assistance of Rs.17.50 crore has been sanctioned for Entrepreneurship Development Initiatives among members of cooperatives and SHGs in four districts of West Bengal under Yuva Sahakar Scheme. Releases of of Rs.128.35 crore has been released to Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, expansion of existing cold storage project of Uttar Ajoy Krishak Samabay Himghar Ltd., Birbhum, margin money assistance to Jhalda Large Sized Agricultural Primary Marketing Cooperative Society Ltd., Khejuri Thana Cooperative Agricultural Marketing Society Ltd. and Hat Daluibazar Sashya Utpadan ‘O’ Bikray Samabay Samity Ltd.

Financial Year 2020-21

Releases of of Rs. 59.12 crore has been released to Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, Setting up of dried fish processing units by BENFISH for production of hygienically dried fish.

Financial Year 2021-22

During the financial year 2021-22, financial assistance of Rs 0.87 crore has been sanctioned towards setting up of consumer store and PMMSY programmes. Releases of Rs. 44.16 crore has been released to Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, setting up of Consumer Stores by Janata S.K.U.S Ltd and organization of district level PMMSY programmes by LINAC RTC Kolkata.

Financial Year 2022-23

During the financial year 2022-23, financial assistance of Rs 12.23 crore has been sanctioned towards Working Capital requirement of Kushmandi Agricultural Cooperative Marketing Society Ltd and CSS 1000 FPOs programmes. Assistance of Rs. 63.34 crore has been released to Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, setting up of Consumer Stores by Janata S.K.U.S Ltd, Working Capital requirement of Kushmandi Agricultural Cooperative Marketing Society Ltd and for CSS 1000 FPOs programmes.

New Initiative taken  in the region during F.Y.2022-23:

  • RO, Kolkata officials visited 305 Cooperatives in the State for rapport building and Collection of PACS data & promoting Yuva Sahakar Scheme of NCDC.
  • Imparting Skill Development programmes for cooperative personnel through RTC at Kolkata.
  • Organization of 2 Training Programmes for prospective members of FFPOs under PMMSY Scheme.
  • Financial Assistance to Kushmandi Agricultural Cooperative Marketing Society Ltd.

Training Programme on Fish Retail Business by FFPOs.

The Training Programme on Fish Retailing Business by FFPOs was jointly organized by LINAC Regional Training Centre, NCDC Kolkata and Department of Fisheries, Ministry of AHD&F, Govt. of India on 22nd February, 2023 at Kishan Mandi, Gosaba, South 24 Parganas, West Bengal.2.Shri. Sabyasachi Bandopadhyay, ADF, South 24 Parganas, Government of West Bengal was the Chief Guest of the event and inaugurated the programme. The Training Programme on Fish Retailing Business by FFPOs was also joined by DFO, South 24 Parganas, AFO, South 24 Parganas, FEO, Gosaba Block and Pradhan Block Panchayat Samity.The Programme was attended by 93 participants from various parts of Gosaba Block of South 24 Parganas District of West Bengal and 10 dignitaries of Govt. departments & local Panchayat. The main objective of the programme was to sensitize fish farmers about Fish Retailing Business by FFPOs and NCDC Schemes for the same. It also focused on empowering the fish farmers resulting in doubling their income.Chief Guest, ADF Fisheries, Govt. of West Bengal, expressed delight at seeing the presence of a large number of stakeholders attending the programme. He thanked the NCDC for conducting the orientation programme at such a remote location. Shri Arghyadeep Jana, Assistant Director during his presentation spoke on schemes for formulation and promotion of FFPOs, aims and objectives of FFPO, the registration process of FFPOs, activities of FFPOs, various implementing agencies and their objectives, info on Cluster Based Business Organizations (CBBO) for fish farming, duties and responsibilities of CBBOs, financial viability and economics of fish retailing business for FFPO. PMMSY support and NCDC schemes for promotion of fish retailing business by cooperatives, the composition of FFPOs, qualification of office bearers in FFPOs, eligibility criteria and requirements for grant and Credit Guarantee Facility.Dr. Suryakanta Sau, Assistant Professor, West Bengal University of Animal & Fisheries Sciences in his presentation, talked about Market identification, value chain analysis, use of IT and modern facilities to compete in the market, CRM, branding and marketing.

Training Programme on Fish Feed Business by FFPOs in East Medinipur.

The Training Programme on Fish Feed Business by FFPOs was jointly organized by LINAC RTC, NCDC Kolkata and Department of Fisheries, Ministry of AHD&F, Govt. of India on 28th February, 2023 at Green & Glory, Contai Block, East Medinipur, West Bengal. Shri. Vikas Upadhyay, Regional Director, Kolkata inaugurated the programme. The Training Programme on Fish Feed Business by FFPOs was also joined by members of Block Panchayat Samity. The Programme was attended by 100 participants from various parts of Contai Block, East Medinipur, West Bengal & members of local block Panchayat. The main objective of the programme was to sensitize fish farmers about Fish Feed Business by FFPOs & NCDC schemes for promotion of fish feed business by cooperatives. It also focused on empowering the fish farmers resulting in doubling their income. Shri Vikas Upadhyay, Regional Director during his presentation spoke on schemes for formulation and promotion of FFPOs, aims and objectives of FFPO, the registration process of FFPOs, activities of FFPOs, various implementing agencies and their objectives, duties and responsibilities of CBBOs and NCDC schemes for promotion of fish feed business by cooperatives,  the composition of FFPOs, qualification of office bearers in FFPOs, eligibility criteria and requirements for grant and Credit Guarantee Facility were also discussed.

Initiatives for development of Aspirational Districts (identified by NITI Aayog) through Cooperatives:

Aspirational Districts: Emphasis is now to contribute to development of Aspirational Districts identified by NITI Aayog in the state i.e. Dakshin Dinajpur, Birbhum, Maldah, Murshidabad & Nadia. NCDC has so far sanctioned loans for computerization of PACS, Establishment of farm machinery hubs & income enhancement of SHG members in above mentioned districts. During 2022-23, Assistance of Rs 0.50 crore has been sanctioned to Kushmandi Agricultural Cooperative Marketing Society Ltd in Dakshin Dinajpur.

Development Opportunities in the State/UT through Cooperatives:

  • Margin money and other infrastructure loan for handicrafts, textiles and industrial cooperatives.
  • Infrastructure for marketing ornamental fisheries, aquaculture, fish lending centre, auction market, fish/ prawn processing unitsetc.
  • Establishment/ renovation/ expansion/ upgradation & modernization of godown, storage, cold storage, cold chain, reefer van, warehouse and other marketing infrastructure for Agri-Marketing Coop. Societies.
  • Consumer infrastructure and consumer business activities.
  • Integrated fisheries project for the entire State covering input and infrastructure requirements of all the fisheries societies in the State.
  • Margin money and other infrastructure loan for Handloom, Power loom, Garment making units.

Success Stories:

Sultanpur Samabay Krishi Unnayan Samity Ltd, Dist Birbhum, West Bengal has a diversified business portfolio which includes deposit mobilization, KCC, skill development training to SHG members and local people, paddy procurement, fertilizer and seed business, Loan against Deposit ,Pledge Loan against Agri Produce,SHG Loan,Pawning Loan on Brass & Bell Metal Utensils,Consumer BusinessSociety also provides Welfare services like Free Homoeopathy Medical Treatment  to local people, Organization of Eye-Camp, Organization of Animal Health Camp in collaboration with Animal Resource Development Department, Govt. of W.B., Organization of Farmer’s Training Camp in Collaboration with Agriculture Deptt., Govt. of West Bengal, Set-Up of Seed village with the help of PMU, Co-Operation Deptt. & Agriculture. Deptt., Govt. of West Bengal. The Society has been running a Sahaj Tathyamitra Kendra for payment of Electric Bill, Telephone bill and Insurance Premium.

Society has received financial assistance under BSP project of NCDC and has witnessed increase in deposit mobilization and credit business. NCDC has provided margin money assistance of Rs.10.00 lakh through direct funding and Rs.7.85 lakh for construction of 100MT Godown under direct funding. Society was awarded Samabay Bhusan by Cooperation Department, Govt. of West Bengal for securing 2nd position in Birbhum district under PACS category in 2017 and awarded 2nd prize by Birbhum District Central Cooperative Bank, West Bengal for Loan collection and Loan Disbursement category respectively in the FY 2020-21.

Highlights of the programmes assisted and other relevant achievements/ issues during the last 5 years (2018-19 to2022-23):

      • During financial year 2017-18, financial assistance of Rs.1.08 crore was sanctioned and released to Ellon Hinengo Ltd. (Central Tribal Cooperative Society Ltd) for purchase of three trucks and one tipper, under direct funding scheme of theCorporation.
      • During financial year 2018-19,Rs.50.62 crore has been sanctioned to Fisheries Department, A&N Administration for implementation of Integrated Fisheries Development Project, Rs.54.61 crore has been sanctioned to Animal Husbandry and Veterinary Services Department, A&N Administration for enhancement of farmer’s income based on livestock activities project, Rs.36.55 crore has been sanctioned to Cooperation Department, A&N Administration for Integrated Coop. Development Project and Rs.3.15 crore has been sanctioned to Ellon Hinengo Limited (EHL) for renovation of their cargo ship M.V. Ebrahim AliHussain.
      • During financial year 2019-20, financial assistance of Rs.3.15 crore has been released to Ellon Hinengo Limited (EHL) for renovation of their cargo ship M.V. Ebrahim Ali Hussain and Financial assistance of 7.13 crore has been released to Cooperation Department, A&N Administration for Integrated Cooperative Development Project (ICDP).

Highlights of the programmes assisted and other relevantachievements/ issues (2015-16 to 2022-23):

  • NCDC has sanctioned Rs.0.14 crore during 2018-19 for preparation of DPR for implementing ICD Project in the four districts ofSikkim.
  • Assistance of Rs 5.00 crore was sanctioned to the State Govt. for Marketing & Input activities of Sikkim State Cooperative Supply and Marketing Federation Ltd (SIMFED), Gangtok. Financial Assistance of Rs 0.47 crore was also sanctioned to the State Govt. for infrastructural development of departmental stores by Sikkim Consumer Cooperative SocietyLtd.).
  • Assistance of Rs 0.02 crore during 2021-22 under PMMSY for setting up of aquarium to Fisheries Department, Govt. of Sikkim.
  • Assistance of Rs 0.78 crore has been sanctioned under CSS FPO Scheme and Rs 0.26 crore has been disbursed during 2022-23.

One District level FFPO Orientation Programme at Pakyong.

The Orientation Programme on FFPO Scheme and Guidelines was jointly organized by LINAC Regional Training Centre, NCDC Kolkata and Department of Fisheries, Ministry of AHD&F, Govt. of India on 20th September, 2022 in the Community Centre, Pakyong District, Sikkim.Shri. N Jaswant, IFS, Director Fisheries, Government of Sikkim was the Chief Guest of the event and inaugurated the programme. The Orientation Programme on FFPO Scheme and Guidelines was also joined by Assistant Director Fisheries (Pakyong), Assitant Director Fisheries (HQ), Range Officer Fisheries (Pakyong) and Assistant RCS Pakyong District. The Programme was attended by 120 participants from various parts of Pakyong District of Sikkim. The main objective of the programme was to sensitize fish farmers about FFPO scheme and guidelines. It also focused on empowering the fish farmers resulting in doubling their income. presentation on challenges and opportunities for enhancing the income of fish farmers. Assistant Director, Directorate of Fisheries (HQ), Shri Surendra Bhandari, during his presentation, talked on various topics such as Producers Enterprises (PEs) including district-wise number of fish tanks, trout production clusters in Sikkim functions and objectives of Farmer Producer Organization (FPO), and benefits of forming PEs and FFPOs. Regional Director,Kolkata in his presentation, talked about NCDC and its presence around India and the impact of NCDC Assistance in the fisheries sector,Pradhan Mantri Matsya Sampada Yojana (PMMSY), objectives of PMMSY, funding pattern of PMMSY scheme, mode of implementation in the state etc.

Initiatives for development of Aspirational Districts (identified by NITI Aayog) through Cooperatives:

Frequent visits have been made into the interiors and remote areas of the West Sikkim district for nurturing of cooperatives, to understand the need of the cooperatives and to convince them for diversification from their existing business. Awareness programme for FFPO & PMMSY was also conducted in West Sikkim during January 2022.

    • NCDC has provided financial assistance for purchase of transport vehicle and margin money assistance to Sikkim State Cooperative Supply and Marketing Federation Limited.(SIMFED).

NCDC has assisted Sikkim Consumer Cooperative Society Ltd. through State Government for infrastructure development project. Sikkim Consumers Cooperative Society (SCCS) Ltd. has been supplying stationeries and sundry items to the State Government Departments and Central Government offices in the state of Sikkim. It has been able to achieve sustainable growth in spite of tough market competition.
