Highlights of the programme assisted and other relevant achievements/ issues during the last 5 years (2016-17 to 2020-21):

  • Processing Spinning Mills: The Anna, Bharathi, Kanyakumari, Pudukkottai and Krishnagiri Cooperative Spinning Mills were rehabilitated and modernized with NCDC’s financial assistance of Rs.132.05 crore at a total block cost of Rs.147.21 crore. The modernization work was completed in November 2015 and all the mills are working in full capacity. Assistance was also sanctioned for purchase of additional machineries by these mills at a block cost of Rs.19.295 crore in 2016-17 and funds released in 2017-18. The mills have since completed the installation of the additional machineries. During the FY 2020-21, NCDC has released subsidy amount of Rs. 81.43 lakh for the 6 spinning mills.
    Assistance for modernisation of Tamil Nadu Coop. Tex. Processing Mills, Erode at a block cost of Rs.2.20 crore was sanctioned in 2016-17 and completed in Dec. 2017. An amount of Rs. 33 lakh has been released by NCDC as subsidy during the year 2019-20.
    NCDC has sanctioned an amount of Rs.3.60 crore to Tamil Nadu Cooperative Textile Processing Mills Ltd. for purchase and installation of cheese dyeing machinery during 2018-19. On 31.03.2020 NCDC has released the balance amount of Rs. 1.95 crore.
    Tea Cooperatives: NCDC has provided Rs.10.49 crore for development/ establishment of Tea Cooperatives and INDCOSERVE and implemented an Integrated Cooperative Tea Development Project in Nilgiris district for modernization of 13 Coop. Tea Factories (modernization of machinery & computer controlled system and installation of heat recovery systems) and construction of warehouse by Indcoserve.
    Sugar: NCDC has provided Rs. 461.88 crore to the Govt. of Tamil Nadu for the development of Cooperative Sugar Mills for Modernisation and Expansion, by-products units, working capital etc. NCDC has released an amount of Rs.17.06 crore as working capital loan to the State Govt. during 2017-18 to meet the part working capital requirement of the Chengalrayan and Vellore Coop. Sugar Mills in the State.
  • Storage: An amount of Rs.19.37 crore has been provided for construction of 4759 rural and 410 marketing godowns with capacity of 982728 MTs and 2 cold storages with a capacity of 3750 tons in the State.
  • Other Weaker Section Programmes
    Fisheries: NCDC has sanctioned financial assistance of Rs.15.88 crore and Rs.45.06 crore to the Govt. of Tamil Nadu for implementation of Integrated Marine Fisheries Development Project (IMFDP) Phase-I & II respectively for the development of fishery cooperatives in Tamil Nadu. The IMFDP Phase-I has been fully implemented and the implementation of IMFDP Phase-II was discontinued in the second year of implementation due to Tsunami during the year 2004.
    Coir Cooperatives: NCDC has provided financial assistance of Rs.316.26 lakh for implementation of an Integrated Cooperative Coir Development Project in the State at a total block cost of Rs.411.34 lakh for Coir processing units viz. Fibre Extraction, Automatic Yarn Spinning, Semi-Automatic Loom and also margin money assistance provided to TANCOFED. The Coir Board has also provided subsidy of Rs.84.24 lakh for this project.
    Dairy Cooperatives: NCDC has provided financial assistance of Rs.894.25 lakh to Govt. of Tamil Nadu for implementation of Integrated Dairy Projects by Tirunelveli District Coop. Milk Producers Union at a block cost of Rs.705.00 lakh in 1986-87 and Virudhunagar District Milk Producers Union at a block cost of Rs.465.50 lakh in 1991-92 and Expansion and conversion of Freon Refrigeration System into Ammonia Refrigeration System at Ambattur Dairy by Tamil Nadu Coop. Milk Producers Federation Ltd,Chennai at a block cost of Rs.107.00 lakh.
    Besides above, under Integrated Coop. Dev. Projects (ICDPs), NCDC has provided Rs. 514.856 lakh to Madurai Milk Union and Rs. 33.394 lakh to Milk Producers Coop. Societies.
    Assistance to All India Weaker Section People’s (ST) Thrift and Credit Society Ltd.: During 2017-18 short term working capital assistance of Rs.15.00 lakh was released under direct finance scheme of NCDC to All India Weaker Section People’s (ST) Thrift and Credit Society Ltd. for expanding business activities of their members.
  • Service Sector: NCDC has so far provided working capital loan of Rs.1950 crore to Tamil Nadu State Apex Cooperative bank (TNSC Bank) and Rs.120 crore to Tamil Nadu Cooperative State Agriculture and Rural Development Bank ltd. for jewel loan operations through their affiliated banks.
  • Integrated Cooperative Development Project: Out of 37districts(erstwhile 32 districts) in Tamil Nadu, so far ICDP has been completed in 28 districts and 4 projects in the districts of Namakkal, Thiruvallur, Kanyakumari and Chennai are under implementation. With implementation of these ICDPs, all the erstwhile 32 districts in the state have been covered under ICDP scheme of NCDC. So far, NCDC has provided total financial assistance of Rs. 693.329 crore to the Govt. of Tamil Nadu for implementing ICDP in the State as on 31.03.2021. The State Govt. has approved for implementation of ICDP Phase-II in 9 districts i.e., Virudhunagar, Cuddalore, Villupuram, Tiruppur, Dharmapuri, Krishnagiri, Thiruvannamalai, Ramanathapuram and Kancheepuram District. DPRs prepared by NICM, Chennai and ICM, Madurai have been approved by SLCC on 14.09.2020 and 08.02.2021.Cooperation Department, Govt. of Tamil Nadu has recommended 7 proposals viz., Ramanathapuram, Virudhunagar, Tiruppur, Kancheepuram, Dharmapuri, Krishnagiri and Thiruvannamalai to HO NCDC on 16.02.2021.
  • Promotional and developmental Programme: Regional workshop for the improvement of women cooperatives was organized on 14.07.2016 at Natesan Institute of Cooperative Management, 79 women representatives from various women cooperatives were participated in the workshop.

New Initiatives in the Region during Year F.Y. 2021-22:

  • Promotion and Formation of Farmer Producers Organisation (FPOs) in Namakkal, Kanyakumari, Tiruvallur and Pudukottai districts.
  • Implementation of ICDP in 9 Districts of Tamil Nadu namely Ramanathapuram, Virudhunagar, Krishnagiri, Dharmapuri, Tiruvannamalai, Villupuram, Tiruppur, Cuddalore and Kancheepuram Districts.
  • Implementation of DIDF projects in Tamil Nadu Cooperative Milk Producers Federation Ltd, Theni District Cooperative Milk Producers Union Ltd. and Thoothukudi District Cooperative Milk Producers Union Ltd.
  • Implementation ofAyushman Sahakar Scheme in IMPCOPS.

Initiatives for development of Aspirational Districts(identified by NITI Aayog) through Cooperatives:

Virudhnagar&Ramanathapuram districts in Tamil Nadu have been identified by NITI Aayog as Aspirational Districts. In these 2 districts ICDP has already been implemented with at block cost of Rs.862.51 lakh and Rs.655.29 lakh respectively. The 5 year project in Virudhnagar district was completed on 31.03.1995 and in Ramnathapuram District on 30.09.2003. Now the State Government has approved implementation of ICDP phase – II in 9 districts including Virudhnagar&Ramanathapuram. State government has sent the DPRs with outlay of Rs. 51.80 crore for ICDP Ramanathapuram and Rs. 111.30 crore for ICDP Virudhunagar project to NCDC for consideration and approval. NCDC is giving more emphasis for the development of cooperatives in all sectors in the Aspirational Districtsof the state.

Success Stories:

  • ICDP Namakkal
    Rasipuram Agricultural Producers Co-operative Marketing Society Ltd.
    has availed financial assistance of Rs. 257.32 lakh for various ICDP sub-projects such as construction ofMarketing office building (Rs. 35.00 lakh), New Godown cum Yard (Rs. 10.00 lakh), administrative office building (Rs. 25.00 lakh), fire extinguisher (Rs. 0.91 lakh) polly pallet (Rs. 1.39 lakh), Turmeric tender hall cum godown (Rs. 85.00 lakh) and Margin Money (Rs. 100.00 lakh). Society has earned profit of Rs. 46.92 lakh, Rs. 49.43 and 49.61 lakh for the year 2017-18, 2018-19 and 2019-20 respectively. This hasenabledmembers of the society to utilize various services offered to them by NCDC under ICDP Scheme.

  • Mallasamudram Primary Handloom Weavers Co-op P&S Society has availed financial assistance for Yarn Purchase, warping and preparatory charges and Margin Money under ICDP Scheme due to which the infrastructure of the society has been improved and also helped the society in increasing business. Society has earned a profit of Rs. 5.63 lakhduring the year 2018-19.

New Initiatives in the Region during Year F.Y. 2021-22:

  • ICDP Tiruvallur
    Thirunindravur Primary Agricultural Cooperative Credit Society has availed financial assistance of Rs. 28.00 lakh for construction of godown, compound wall and toilet and for purchase of AC, fake note detector, CCTV, furniture and fixture, solar panel and iron safe and for repair of office building and PDS shops. With the creation of above facilities in the society, the society could increase the business and earn the member’s faith in the society. This hasalso enhanced the confidence among the members of the society.
  • ICDP Kanyakumari
    Malaiyadi Primary Agricultural Cooperative Credit Society has availed financial assistance of Rs. 25.00 lakhs under ICDP Kanyakumari scheme for construction of New office building, Modernization, Modern Banking Counter and Margin Money.The above financial assistance helped the society to enhance its business and attract the customers. The Society has profit of Rs. 12.00 lakhs during the year 2019-20.
    Putheri Primary Agricultural Cooperative Credit Society has availed financial assistance of Rs. 25.00 lakhs under ICDP Kanyakumari scheme for expansion of office building, construction of compound wall, modernization and installation of CCTV. The above financial assistance helped the society to enhance its business and attract customers. The society madeprofit of Rs. 12.75 lakh during the year 2019-20.
    NorthThamaraikulamPrimary Agricultural Cooperative Credit Society has availed financial assistance of Rs. 24.00 lakh under ICDP Kanyakumari scheme for construction of New office building, Modernization, Modern Banking Counter, Solar Panel and office furniture.The above financial assistance helped the society to enhance its business and attract customers. The Society has profit of Rs. 37.50 lakh during the year 2019-20.
  • Bharathi Co-operative Spinning Mills Ltd
    Bharathi CSM was established on 19.09.1981 with an objective to provide employment opportunities to the downtrodden people of 180 Adi-dravidar, and 60 peoplein other categories and supplying yarn at reasonable price to the primary weaver’s society in the State. As the Mills machineries had become very old and obsolete which was affecting the quality of the yarn, government of Tamil Nadu has decided to modernize the Mill under Modernisation cum Rehabilitation programme with the project cost of Rs. 26.90 crore from NCDC. Phase II modernisation programme was implemented with assistance of Rs. 462.27 lakh from NCDC for purchase 8 Doubling machine, 2 overhead cleaner, 10 double side reeling machine and one lap former with 2 comber machine. With the above assistance from NCDC the mill had increased the production and reduced the cost of production and mill is also providing continuous employment to 400 families of downtrodden people and helping them earn their livelihood. The Mill is producing cone yarn and hank yarn for Govt. Scheme such as Cost free Dhotis and Saree distribution Scheme and free school uniform.

Highlights of the programmes assisted and other relevant achievements/issues during the last 5 years (2015-16 to2020-21):

  • Rehabilitation-cum-modernisation of Pondicherry Coop. Spinning Mills Ltd - Assistance through Puducherry Govt. at a block cost of Rs.29.50 crore (NCDC’s Share- Rs.25.63 crores) sanctioned in 2005-06. NCDC has so far released Rs. 22.25 crore to the UT Govt.
  • Working Capital Assistance to Pondicherry Coop. Spinning Mills – Assistance through Puducherry Govt.-Rs.7 crore sanctioned in 2006-07.
  • Working Capital Assistance to Pondicherry Coop. Sugar Mills – Assistance through Puducherry Govt–Rs. 20 crore sanctioned in 2006-07.
  • Construction of 4000 MT godown for Pondicherry Coop. Sugar Mills under credit link capital investment subsidy (GBY)–Rs. 0.27 crores in 2006-07.
