Highlights of the programmes assisted and other relevant achievements/ issues during the last 5 years (2016-17 to 2020-21):

  • During 2016-17, a promotional meeting of Sugar cooperatives was convened to assist for the activities to be taken up by sugar cooperatives. Other cooperatives such as textiles, dairy, fishery etc. were also approached for providing assistance. This resulted in sanctioning of 50 proposals involving NCDC’s assistance of Rs. 2278.44 crore. Assistance of Rs.1801.56 crore was disbursed in sugar sector, Rs. 164.19 crore in textile sector, Rs 10.36 crore in agro sector and Rs. 0.60 crore in storage sector. Rs. 22.83 crore were disbursed to the weaker section cooperatives in dairy and fisheries sector.
  • During 2017-18, Rs.2917.85 crore were sanctioned and disbursements of Rs. 2245.77 crore were achieved. Assistance of Rs. 1753.49 crore was disbursed in sugar sector, Rs. 298.79 crore in textile sector and Rs. 15 crore were disbursed for credit activities. Rs. 6.25 crore were disbursed to the weaker section societies in dairy and fisheries sector and Rs. 0.08 crore were disbursed for promotion and development activities.
  • During 2018-19, sanctions of Rs.1681.13 crore and disbursement of Rs.1784.27crore were achieved. Rs. 1271.34 was disbursed in sugar sector, Rs. 189.37 crore were disbursed in textile sector, Rs. 28 crore were disbursed were disbursed for credit activities. Rs. 5.19 crore were disbursed to the weaker section societies and Rs. 0.08 crore were disbursed for promotion and development activities.
  • During 2019-20, sanctions of Rs.1440.09 crore and disbursement of Rs.1015.07crore were achieved. Rs. 874.65 crore were disbursed in sugar sector, Rs. 96.47 crore were disbursed in textile sector and Rs. 38 crore were disbursed for credit activities. Rs. 4.92 crore were disbursed to the weaker section cooperatives.
  • During 2020-21, sanctions of Rs. 999.45 crore and disbursement of Rs. 1145.59 crore has been achieved. Rs. 1038 crore were disbursed in sugar sector, Rs. 73 crore were disbursed in textile sector and Rs. 27.2 crore were disbursed for credit activities. Rs. 6.24 crore were disbursed to the weaker section cooperatives.

New Initiatives in the Region during Year F.Y. 2020-21:

  • Assistance to cooperative sugar factories towards working capital on pledge of sugar stock through monitoring by cooperative banks.
  • Assistance to sugar factories for establishment and modernisation of ethanol units.
  • Credit Cooperatives, Industrial cooperatives, Labour, Tourism, Transport, Hospitality, Rural housing, Education and Non-conventional and Renewable energy cooperatives.
  • Integrated textile parks covering activities from ginning & pressing, spinning, weaving, garment making from end to end.
  • Assistance to Cooperative Hospitals under the Ayushman Sahakar Scheme.
  • Assistance to newly formed cooperative societies under NCDC’s Yuva Sahakar Scheme.

Initiatives for development of Aspirational Districts (identified by NITI Aayog) through Cooperatives:

NCDC is contributing towards the development of 4 aspirational districts identified by NITI Aayog in the State viz, Washim, Gadchiroli, Nandurbar, Osmanabad. NCDC has already marked its presence in all the aspirational districts of Maharashtra. As on 31.03.2021 Rs. 293.31crore have been disbursed in the Aspirational Districts.

Laxmanrao Inamdar National Academy for Cooperative Research and Development (LINAC), Regional Training Centre, Pune:

  • LINAC, Regional Training Centre, Pune organized an online training programme through video conferencing mode for women directors and members of cooperatives and SHGs to encourage sustainable and overall development of the cooperatives during the on-going pandemic of COVID-19.
  • The two days online training programme was conducted through Zoom video conferencing app on the topic of “Role of Women Directors in Governance and Business Development in Cooperative/SHG” from 09th to 10th November, 2020. Nominations were received from all parts of Goa and women members of the cooperatives from Maharashtra also showed willingness in attending the training programme. Total 65 participants attended the training programme, out of which 50 participants were from Goa and 15 from Maharashtra.

  • LINAC, Regional Training Centre, Pune organized an online training programme through video conferencing mode for managers, accountants, cashiers and BODs of the Primary Level Cooperative Societies to encourage sustainable and overall development of the cooperatives during the on-going pandemic of COVID-19.

  • The two days online training programme was conducted through Zoom video conferencing app on the topic of “Accounts & Booking Keeping” from 10th to 11th August 2020. Nominations were received from all parts of Maharashtra and Goa. Total 85 participants from various districts of Maharashtra and Goa attended the training programme.
  • The two days online training programme was conducted through Zoom video conferencing app on the subject of “Business Development and Asset Management in Primary Level Cooperatives” from 20th to 21st July, 2020. Nominations were received from all parts of Maharashtra and Goa. Total 77 participants from various districts of Maharashtra and Goa attended the training programme.

  • The two days online training programme was conducted through Zoom video conferencing app on the subject of “General Management in Primary Level Cooperatives” from 02nd to 03rd July, 2020. Nominations were received from 15 districts of Maharashtra and Goa. 55 Participants participated on the first day of training programme and 54 participants participated on the second day.

PMMSY WORKSHOP

  • Laxmanrao Inamdar National Academy for Cooperative Research and Development (LINAC), Regional Training Centre, Pune conducted a One Day District Level Awareness cum-Training Programme on Pradhan Mantri Matsya Sampada Yojana (PMMSY) in Panjim, Goa on 31st March 2021.
    • The programme was jointly organized by LINAC Regional Training Centre, Pune and Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying (FAHD), Govt. of India for stakeholders of the fisheries sector including govt. officials, members of cooperative societies and individuals involved in fisheries activities.
      • 75 participants attended the programme. The participants included officials/members of fisheries cooperative societies and individual participants (fishermen) from Goa.

Sugar Cooperatives

  • Jawahar Shet kari Sahakari kharKar khana Ltd. Dist. Kolhapur
    • Has sound leadership legacy and strong membership base of 24219members.
    • Excellent members-society linkage.
    • Adoption of the state of art technology for cane production, cane processing, harnessing of sugar by-products.
    • The mill has established power co-generation plant based on backpressure and excess power is supplied to MSEDCL grid.
    • The society is one of the major beneficiaries in the State of Maharashtra which has undertaken activities of modernisation/ expansion, cogeneration plant, godowns, working capital, computerisation etc with assistance from the Corporation.
    • The society is a winner of Best Technical Efficiency Award for 2015-16 for excellent performance in sugar recovery, reduction in use of bagasse, etc.
  • Shri Datta Sahakari Sakhar Karkhana Ltd. Dist. Kolhapur
    • The society has availed assistance from NCDC for implementation of various projects such as modernisation & expansion, balancing equipment ETP, Godown, Distillery, etc. The society has been provided working capital assistance as well.
    • The mill provides farm inputs and farm know-how and cane varietal development to members, imparts training programmes/workshops etc.
    • The society won Best Cane Development Management Award for the year 2014-15 for implementation of Cane Development Scheme.
    • The society has diversified its activities to ensure value addition. Has set up Co-generation plant (36MW) & Absolute Alcohol Plant (30KLPD) besides having installed crushing capacity of 7000 TCD.
    • It has been undertaking social-economic activities like establishment of community biogas plant, hospital, technical education institute, consumer stores, Zunka Bhakar Kendra etc for members/ non-members.

Dairy Cooperatives

  • Pune Zilla Sahakari Dudh Utpadak Sangh Ltd. Dist. Pune
    • Has strong membership base of 713primary dairy cooperatives Involved in Procurement, Processing & Marketing of Milk & Milk Products.
    • Presently the society has a dairy plant with installed capacity of 2 lakh LPD equipped with all modern facilities at Katraj Pune. It has 8 chilling centres & 35 BMCs set up at various places in Pune district. The society has Kiosks in Pune city at different locations. It has also started milk parlours in Pune & Pimpri-Chinchwad.
    • Involved in supply of inputs like artificial insemination, veterinary services, feed & fodder and undertakes various social welfare activities for the benefits of its members.
    • NCDC has provided assistance for establishment of 2 pouching machines, milk condensing units & 16 BMCs, Genset etc.
    • The Milk Union is ISO 22000:2005 & HACCP certified organisation.

Highlights of the programmes assisted and other relevant achievements/ issues during the last 5 years (2016-17 to 2020-21):

  • During 2016-17 Rs.28.13 lakh sanctioned to Govt. of Goa for assisting Goa Bagayatdar Sahakari Kharedi Vikri Sangh Ltd., Ponda towards purchase of transport vehicles and computerization of its branches.
  • During 2017-18, an amount of Rs.16.33 lakh has been disbursed to Govt. of Goa for computerization programme of Goa Bagayatdar Sahakari Kharedi Vikri Sangh Ltd., Ponda.
  • During 2018-19, Rs.19.52 lakh were sanctioned to Govt. of Goa for assisting Goa Bagayatdar Sahakari Kharedi Vikri Sangh Ltd., Ponda towards purchase of 2 transport vehicles. Reimbursement claim is awaited from Govt. of Goa.
  • During 2018-19, Rs.30.32 lakh were sanctioned to Govt. of Goa for assisting Goa State Cooperative Marketing and Supply Federation Ltd. towards computerization of its branches and its head office. Reimbursement claim is awaited from Govt. of Goa.
  • During 2019-20 an amount of Rs.11.09 lakh has been disbursed to Govt. of Goa for purchase of one transport vehicles by Goa Bagayatdar Sahakari Kharedi Vikri Sangh Ltd. Ponda, Goa.
  • During 2020-21 an amount of Rs.19.23 lakh has been disbursed to Govt. of Goa for purchase of one transport vehicles of Goa Bagayatdar Sahakari Kharedi Vikri Sangh Ltd., Ponda, Goa.

New initiative in the Region during FY 2020-21:

  • 10 Primary level Cooperatives in the State are being nurtured under the initiative of NCDC.
  • Agro Processing Units by Cooperatives at Tehsil level.
  • Cooperative Societies ventures under Yuva Sahakar scheme of NCDC.
  • Encouraging Marketing Societies for availing financial assistance from NCDC under Agriculture Marketing Infrastructure (AMI) scheme.
  • Possibility of covering cooperatives of entire State under NCDC ICDP project is being explored.

Development Opportunities in the State through Cooperatives:

The Government of Goa may consider giving priority to cooperative sector projects. NCDC has a dedicated team of experts to assist various Departments in the State in conceptualization of projects. The following areas have been identified as focus areas:

  • Comprehensive development of dairy sector of Goa - Under the Community Dairy Scheme, NCDC schemes has provision for term loan in addition to subsidy provided by the State Government.
  • Promoting young entrepreneurs under Yuva Sahakar Scheme for example Food Parks.
  • PACS as Modern Banking Units.
  • Establishment of vale chain linked agro processing units.
  • Farm machinery hubs: Cooperatives to rent out farm machinery like tractors, transplanters, power weeders, drum seeders, power sprayers, etc. as a business model.
  • Taking up of flagship programme, Integrated Cooperative Development Project (ICDP).
  • Integrated projects for development of Poultry, Sheep, Goat, Piggery, Duckery, Fisheries.
  • Promotion of Farmer Producer Organisations (FPOs) under Cooperative Societies Act.
  • Tourism businesses.
  • Elderly care giver homes cooperatives.
  • Strengthening of consumer cooperative.
  • Training – capacity development of employees – both by government and cooperatives.

Success Stories:

Goa Bagayatdar Sahakari Kharedi VikriSanstha Ltd., Ponda, Goa is one of the largest primary cooperative society in Goa having annual business turnover of more than Rs.350 crore. It ensures remunerative price for the produce of its members i.e. fruits & vegetables, areca nuts, cashew nuts, coconut, black pepper and copra and ensures supply of quality agricultural inputs i.e. fertilizers, pesticides and seeds, supply of cattle feed, agricultural equipments, grocery items, etc. at a reasonable rate.
At present the business activities of the society are carried out through its 25 branches spread all over Goa. Society’s Head Office and all its branches have been computerized with financial assistance under NCDC scheme of Computerization. It has also been provided financial assistance for transport facilities by NCDC. The society is using R-Soft (Retail software) for retail business & Agri-software for agri-business.
The society is earning profit continuously year after year in the last several years. More than 730 persons have been provided direct employment by the society. The members of the society are paid dividend every year ranging from 8% to 16%. The society imparts training to its members from time to time and organizes visits to farms of progressive farmers in neighboring states for adoption of new technologies in Agri-farming. The children of members and staff are encouraged by giving academic awards annually.
Society has also received NCDC Cooperative Excellence Award twice (2002 & 2010) and the Laxmanrao Inamdar National Award for Cooperative Excellence, 2017 instituted by the Ministry of Agriculture & Farmers Welfare for its outstanding performance in consumer and marketing activities.
