Highlights of the programmes assisted and other relevant achievements/issues during the last 5 years (2016-17to2020-21):
- Financial Year 2016-17
During this period, working capital loan of Rs.300.00 crore was sanctioned to the State Govt. for Paddy procurement activities of BENFED. Under Fisheries programme Rs.6.08 crore was sanctioned to the State Govt. for undertaking various fisheries project by 11 societies. Sanction of Rs.1.98 crore was also made under Fisheries programme for construction of Ornamental Fish Market complex at Belgachia Kismat, Dist- Howrah by BENFISH. Margin Money assistance of Rs.0.20 crore was sanctioned under direct funding scheme to Dharmapur S.K.U.S Ltd, North 24Parganas. During this period, an amount of Rs.36.56 crore was released under Fisheries programme to the State Govt. for implementation of various projects like setting up of Dried Fish processing units in PurbaMedinipur, Integrated Marine Fish Development Project Phase VI, Renovation of Beels, Upgradation of International Sea Food Processing centre, Development of Traditional Marine Fish Production in PurbaMedinipur district etc by BENFISH and 15 societies. Release of Rs.0.48 crore was made to State Govt. under Consumer activity. Margin Money assistance of Rs.0.54 crore was released to 4 ( four) societies and State Govt. Financial Assistanceof Rs.0.01 crore was released under direct funding scheme to Sultanpur S.K.U.S Ltd for construction of 100 MT capacity godown atSanketpur. - Financial Year 2017-18
During this period, financial assistance of Rs.0.105 crore was released for marketing & input activities (Margin Money) pertaining to 3 societies. Release of Rs.7.22 crore was made under Fisheries programme to the State Govt. for implementation of various fisheries projects. Release of Rs.9.43 crore was made under Agro Processing (Textile) sector for modernization of Tamralipta Cooperative Spinning Mills Ltd. and Rs.0.22 crore was made for BENFISH project on renovation of beels of two Fishermen’s CooperativeSociety. - Financial Year 2018-19
During this period financial assistance of Rs. 878.96 crore has been sanctioned towards four projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing and expansion of existing cold storage project of Uttar AjoyKrishakSamabayHimghar Ltd., Birbhum. Upto 31.03.2019 a total of Rs.324.50 crore has been released to these projects. Theother releases of Rs.4.84 crore were made to Cooperation Department, Fisheries Department of Govt. of West Bengal and Sultanpur SKUS Ltd. - Financial Year 2019-20
During the financial year 2019-20, financial assistance of Rs.17.50crorehas been sanctioned for Entrepreneurship Development Initiatives among members of cooperatives and SHGs in four districts of West Bengal under YuvaSahakar Scheme. Releases of Rs.128.35 crore has been released to Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, expansion of existing cold storage project of Uttar AjoyKrishakSamabayHimghar Ltd., Birbhum, margin money assistance to Jhalda Large Sized Agricultural Primary Marketing Cooperative Society Ltd., Khejuri Thana Cooperative Agricultural Marketing Society Ltd. and Hat DaluibazarSashyaUtpadan ‘O’ BikraySamabaySamity Ltd. - Financial Year 2020-21
During the financial year 2019-20, financial assistance of Rs.17.50 crore has been sanctioned for Entrepreneurship Development Initiatives among members of cooperatives and SHGs in four districts of West Bengal under YuvaSahakar Scheme. Assistance ofRs. 59.12crore has been disbursedto Govt. of West Bengal towards sanctioned projects viz, Farm Machinery Hubs through 1000 PACS, Computerization and related infrastructure for 2631 PACS, Income enhancement initiative for SHGs through Poultry Farming & Goat rearing, Rehabilitation and Revival of Cooperative Spinning Mills, Setting up of dried fish processing units by BENFISH for production of hygienically driedfish.
New Initiativestaken in the Region during F.Y.2020-21:
- RO, Kolkata officials visited 300 cooperatives in the state for rapport building and collection of PACS data &promoting YuvaSahakar Scheme of NCDC.
- Imparting Skill Development programmes for cooperative personnel through Regional Training centre at Kolkata.
One day awareness program for members of cooperatives at Lodha Bhawan, Medinipur
Awareness Programme on NCDC Ayushman Sahakar, PMMSY, NBHM, PMFME, AMI, FPO schemes was organized at Medinipur town on 19/12/2020. Presentation and discussion was made on NCDC role, function and schemes, procedure of application, sanction, release, recovery etc. After the presentation, queries raised by the participants were answered. Representative of cooperatives from West Bengal, Jharkhand and North Eastern States participated in the programme.
One-day Promotional meeting regarding NCDC Schemes:
A promotional meeting regarding NCDC Schemes with State Govt. Officials and representatives of Cooperatives was organized at Regional Office, Kolkata on 13/01/2021 under the Chairmanship of MD, NCDC. MD, NCDC discussed YuvaSahakar, AyushmanSahakar, PMFME, PMMSY etc. schemes of NCDC with the State Govt. Officials and cooperative personnel. Among others, ShriShantanuChaki, Jt. RCS, Cooperation Department, ShriManabBandyopadhyay, Manager (Benfed), ShriAsishSarkar, Dy. Director (Agriculture Dept.), Govt. of West Bengal were present during the meeting. A promotional meeting was organized by Regional Office, Kolkata under the Chairmanship of MD, NCDC on 17/02/2021. In the meeting, discussion had been held with the representatives of Women Cooperative Societies of West Bengal.
Four training programmes for Primary Level Cooperative Societies at LINAC RTC,Kolkata.
RO, Kolkata successfully organized 4 training programme on i) General Management on 26.06.2020 & 29.06.2020, ii) Business Development and Asset Management on 10.07.2020 &13.07.2020, iii) Accounts and Book Keeping on 27.07.2020 &28.07.2020and iv) Role of Women Directors in Governance and Business Development on 18.11.2020 in Primary Level Cooperative Societies at LINAC Regional Training Centre, Kolkata. Total 308 Nos. of participants including 117 women participants from different societies participated in these training programmes.
Initiatives for development of Aspirational Districts (identified by NITI Aayog) through Cooperatives:
There are 5 aspirational districts in the state of West Bengal as identified by the NITI Aayog viz.,Dakshin Dinajpur, Birbhum, Maldah, Murshidabad & Nadia. NCDC has so far sanctioned loan of Rs 128.57 crore for computerization of PACS, Establishment of farm machinery hubs & income enhancement of SHG members in above mentioned districts.

- BishnupurRaotaraSamabayKrishiUnnayanSamity Ltd, Vill& PO Bishnupur, Dist Nadia, West Bengal has an objective to promote cultivators in Krishannagar –I Block, dist Nadia. Society has a diversified business portfolio which includes deposit mobilization, KCC, skill development training to SHG members, paddy procurement, fertilizer and seed business, Kerosene Bunk (MR Shop), Nursery & Ecotourism Park, Water Purifying Plant, SHG Training Centre. Society also provides ambulance service to the local people. Society further diversified into garment business and provides employment to SHG members. Society has received financial assistance under BSP project of NCDC and has witnessed increase in deposit mobilization and credit business.The Society has set up Farm Machinery Hubs with the assistance of NCDC to provide low cost farm machinery service to members.
- AmnanSamabayKrishiUnnyanSamity Ltd., Amnan, Dist–Hooghly has set up Farm Machinery Hubs with the assistance of NCDC to provide low cost farm machinery service to around 550 farming family in the region with improved agricultural implements and machinery for quick and timely Agricultural operation to reduce the cost of cultivation and has taken assistance under NCDC project “PACS as Banking Service Point” through State Govt with a view to modernize the existing deposit mobilizing activity under CBS platform to enable RTGS/NEFT facility for itscustomers.

- During financial year 2017-18, financial assistance of Rs.1.08 crore was sanctioned and released to EllonHinengo Ltd. (Central Tribal Cooperative Society Ltd) for purchase of three trucks and one tipper, under direct funding scheme of theCorporation.
- During financial year 2018-19, Rs.50.62 crorehas been sanctioned to Fisheries Department, A&N Administration for implementation of Integrated Fisheries Development Project, Rs.54.61 crore has been sanctioned to Animal Husbandry and Veterinary Services Department, A&N Administration for enhancement of farmer’s income based on livestock activities project, Rs.36.55 crore has been sanctioned to Cooperation Department, A&N Administration for Integrated Coop. Development Project and Rs.3.15 crore has been sanctioned to EllonHinengo Limited (EHL) for renovation of their cargo ship M.V. EbrahimAliHussain.

Financial Assistance of Rs 0.47 crore was also sanctioned to the State Govt. for infrastructural development of departmental stores by Sikkim Consumer Cooperative Society Ltd.).
